March 4, 2009 (LPAC)--On March 3, Toledo became the tenth Ohio city to pass the Homeowner and Bank Protection Act resolution. The vote was 8-3 and followed a months-long campaign for its passage. There was a productive debate over the language and meaning of the resolution and its author, Lyndon LaRouche.

Toledo ranks 29th in the nation in foreclosure rate, and is in the grip of the ongoing economic meltdown. It is a part of the rust belt midwest states and houses auto and machine shops, that are in the throes of economic disintegration. Toledo has a population of 304,000 and is the fourth largest Ohio city.
